Empty. When they call a poem empty, what do they mean?

Lacking craft, content, inspiration? A too meager subject? Don't confuse minimal with empty.
Please



Empty food lacks nutritional value; is beefy on calories. I'd add monochromatic.

    the boat that crosses the smallest lake

    the boy who has the boat on a string

    the sister who has led the boy to the lake

    the father who has made the boat

    the mother who has made them take

    a long and ultimately pleasant walk

    in the sun that day

    and the sun itself

    empty of all remorse

    for having warmed the lake

    the boy the sister the boat

    and their walk

    in the warm heart of a day
